i got these seeds from a friend who told me they may take 3 weeks to germ in soil

! so i used the tissue method and they have popped in 2 days  ..i now have a problem being that winters coldest month is 2 months away .mid july early august . It can get as low as 1 degree celcius =32f according to my cities almanac !although not every year.. this is based on the worst... Winter averages are 4-9 deg cel i have them under a 150w cfl at the moment on a 24/7 cycle ..anyway to the point ..my question is whats the least amount of light ..or a good average to slow grow these girls until the 2 month period is done ! (is this possible )i have about a 2 -3 ft hieght limit 2 work within ! but i need to guerilla grow these girls eventually as growing at home is not a really good option due to neighbours and kids coming around to visit often ! or even some options as to how i can protect them if it should get that cold ! this is going to be an organic grow op as well ..i need some stealth tips if anyone can offer assistance !! thanx in advance !

There are ways to keep you plants short. Supercropping and LST may work for you. Low light will make them stretch. You will be better off getting adequate light and using some advanced training techniques to keep them short.

JFYI, I have never in all my years of growing ever seen a seed take 3 weeks to germ.

so you're planning on putting these outdoor i assume, but growing inside for now?
if you're not putting them outside for quite a while and need to keep them small, i'd suggest maybe taking some clones from them once they start getting to size. (then you can also sex the clones)
you'll have more plants, they will still be small, and you'll (should, if you sexed them) know what's female. (take a clone from each, lable it so you know what clone came from what plant, and put them by the window or put it under a different light.
you could also keep a mother aside for future grows. i think this (well apart from doing some LST) is a better option than trying to just keep the plant on life support.
