That is a bold faced Hornet very evil will attack you in swarms.
Very good chance that the tree is hollow and they have a hive inside. Wasp spray from 25 ft away.

This oak is probably 100 years old. We just had it trimmed a couple months ago so there is a good chance of new sap from the small limbs they took from the sides. Don’t think it’s hollow tho but maybe they are making a hole…

Was using a hedge trimmer in heavy bushes , cut a big nest right in half. Man that was a bad day
I pretty much did the same thing.
I was cutting tree limbs along the driveway with a chainsaw.
I didn’t cut through the nest, but they didn’t like it too much when I cut the limb their nest was attached to.
One drilled me right in the side of the neck. I honestly thought someone had hit me with a hammer.
I dropped the saw and took off running.
Once I decided nothing was chasing me, I eased back in for a closer look.
I then saw the nest between the tree and the end of the limb I had just cut.
I trotted past, grabbed my saw, and came back after dark with a little surprise for them.
I will say one thing for the saw, sucker set on the ground and idled until I grabbed it and turned it off.
 
Supposedly, a spray bottle with Dawn dishwashing soap mixed with water kills 'em pretty quickly. Gonna try it on a ground hornet nest I discovered in one of the Old Hen's raised flower beds.
A coffee cup of gasoline down the hole after dark is my go to. You don’t have to light it, just pour it down the hole.

Just got a heck of a downpour.
The driveway was looking more like a creek there for a minute.
