Stunted growth (pics)

Get some good lights nice and close to it and it will take off. It's not stunted.

I have over 6300 lumens of cfl's about 6 inches from it.
I was planning on upgrading to a hps once vegging got a little more substantial, but I thought this would be enough.
I posted this about 4 days ago, and still nothing has changed.
Do you think switching out the soil would help?

Couldn't hurt. Try to get promix or FF light warrior. It's better for a plant that size. Transplant to Ocean Forest when it get's bigger. Like 8-12"

was going to buy ocean forest and transplant to that for the remainder of the grow. would that hurt? the fox farm ocean forest blend, i believe.
