I am setting up a small grow room that is 28" x 56" x 7'
I will be using 1 250w hps and 1 250w mh for both veg and flowering stages.
Most details aside, my question is which would yield more. growing 6 plants in larger pots with longer veg or growing 15 plants in 7.7" square pots which are sold locally. im thinking 6 plants will make more sense since i am starting with a mere 2-3 clones and need to clone those to reach my plant total (6 or 15)

ANY ADVICE IS APPRECIATED, THIS WILL BE MY FIRST GROW!!

If I were you I would go with fewer plants for 2 reasons 1 a 250w doesn't penetrate the canopy of the plants to well so fewer is better, 2 as a new grower less plants to consetrate on is probally a better thing! My first grow I did 12 plants under my 1000w now I do 30-40 plants!

:watchplant: :farm: If light penetration is a problem a few CFL can be add under the top canopy. I would try to Grow 2 to 3 ladies per square foot max. In a grow box heat is to biggest concern.

turns out i will be using one 250w bulb and one 400w bulb, both hps. im hoping/expecting 1/2 - full pound. i have an exhaust sucking the air out of the curtained grow area blowing out into the rest of the room, and a small oscillating fan blowing over the plants. do u think using a 400w light will be dangerous in that sized area with this particular venting style?

Well that may do for now when the grow space is not enclosed. But when you start flowering, you are going to have to make the space completely light tight. This will require more ventilation. The question is not really about the light being a "danger" in that sized space, it is whether you are going to be able to keep the space cool enough for the plants to grow.

I will have it completely light tight, but how can i keep the room cooler. there is no chance of window ac, and i dont have central ac. will adding a second fan be enough?

As Buddyluv said, you can air cool your light which will help a lot. However, if you are not able to bring in cool air to cool the light and space and an AC is not an option, you may not be able to grow. There are certain things that you absolutely have to be able to provide to grow and one of those things is a ventilated space with temps between about 60-80F.
