The stealth plan looks great. I once rented a house that had a small secret room behind the closet in a basement bedroom--it was actually sandwiched in between the closet and the laundry room and was quite stealth.
Too bad I am not closer to do your plumbing work for you! Having a sink close to your grow is great. I see that the drainage has been roughed in....but no water lines? Strange as I cannot imagine a plumber just roughing in the drain. There might be some capped off water lines somewhere close to the drain location or in the ceiling over the drain. Does the vent line go up and connect with other pipes in the ceiling?
I actually find a build up space is easier to contain odors than a tent, but the portability can be a big thing....although they could be just closets if you decide not to grow.
Also, most of us do not keep mothers. We take clones from clones. You can do this for a lot of years before you see any strain deterioration. Since you are making this room up, I think that you would be happier with your flowering room a bit bigger and your vegging space a bit smaller--maybe say 4 x 3 for the flowering space and a bit smaller for vegging--3 x 2.5 or 3 x 2.
I love 2 rooms and having a perpetual grow. I try and rotate plants in and out of the flowering room on about a 2 week schedule. I have plants of differing sizes, but keep an even canopy by raising the plants that are smaller on milk crates, boxes, etc.
Hopefully in the not too near future we are not going to have to worry about stealth--growing cannabis should carry no more stigma than brewing your own beer or making wine. This continued prohibition of cannabis is simply ridiculous.
