I've got a break action revolver that was made back in the 1880's that doesn't require a permit or registration. It shoots a .38 short that I make out of worn out .38 SPL brass. Black powder only. If you tried loading the shells with even a small amount of smokeless, you'd turn it into a hand grenade instead of a handgun.

just use reg primers by themselves

I had one like this My aunt found it farming and had a small hold worn in on one side , could not be fired
She gave it to me when I was 12
Similar to this I lost it many yrs ago myself.

That's for federal level only homie your state laws may have a very different take on it.
Here as long as its not converted to fire a contemporary cartridge its ok.
Any brass or metallic cartridge is what is definited as contemporary not the powder charge.

exactly. making it fire a contemporary cartridge fooks the whole thing. An awful lot of trouble to go to, just use a real cartridge firing gun to start with. Black powder is not my self defense choice at all.

Nope. 3F black powder, enough to almost fill the case, and when you seat the bullet, you want to hear the crunch, just like loading a cap & ball revolver.

Im pretty wild and build Most all (except bolt action) of my long guns. Even the bolt actions have been modified, barrels, entire chassis (I really like the MDT Oryx.) etc.
