Is this thing flowering or preflowering or what?

Hell all,

i love this site and you all seem very wise ...
to that end please give me your opinion with this last standing plant.

She is 6-7 weeks old and has been outside since sprout.

1. Is it flowering?
2. Can I still top?
3. Can I still LST?

I would say even though i cant tell by the pic its so young its going to start flowering late if its female. I wouldn`t do anything to it this late in the year but water it. No topping or lst. Its just going to make one bud. Slim
