Stock Decease

Couldn't get pix. But i seen some plants today that outside Tall and Bushy and in Good sunlight, looks healthy, But it had white chalky stuff growing up the stem.
One in ground and other in a 3 gal pot that need re-transplanted water twice a day do to heat food i am not sure of.

is this a problem white chalky stuff, if so a cure for it.??
