For smaller grow set-ups would a 250 or so watt HID be viable and get as much yield as the larger set-ups get?

Basically, since a smaller set up doesn't need a 600 or 1000w so could they get the benefits of growing with HPS but in their smaller wattage sizes?

Sure, you want 5000 watts per sq/ft. Thats all its about.
 
How big is your space? A 250w light will cover a 2x3 space, which is 6 square feet. You can get a hps system with a bulb that puts out 32,000 lumes... A little over what you need for that space. You need 5000 lumens per square foot. You just figure out your square footage and multiply it by 5000, then find the right light to cover it all.
