I looked into this and it turns out (in my opinion) to be a false alarm - similar alarmist warning in around 2001 has been resurrected plus flawed interpretation of how earthquakes are monitored.

If time travel was possible, you could only go into the future.
The person who did it would not exist if that person were to influence the person (or any person possibly) that said person was (or came into contact with or not that said person did or would/wouldn't).
Therefore...
Any reason to travel into the past could not be changed because if it were, the means to travel to the past would not exist.
