I agree with buddy and cowboy; you may not be able to see it from the pics but the t5 is growing the 2 plants that are under it wonderfully. insofar as those are 2 of the best plants.
for flower i am getting a conversion bulb for the 400 w.
 
HPS is the best for flower because it puts out more Lumens per watt.
T5's are as close as you are going to get to HPS in Lumens with Floras.;)
As I said before,,I use the T5's cause I got a very good deal on a complete setup,,fans and all.(consignment deal)
When I get the money,,I will go to a 400 watt HPS for Flower and my 320 watt T5's(30,000 lumens) for Vegg,,,but for now,,my T5's are growing me some very nice smoke. AND,,,,,,,,it aint off tha streets,,, from a dealer.:hubba:
 
It looks like you have Panda film on 2 sides of your grow, but not the other sides. If your plants are just stuck in a large spare room and not enclosed on all 4 side with some kind of reflecting material, you are loosing a lot of your light. It disburses throughout the room and is not reflected back on your plants. In other words it is wasted and you are underlit to begin with. I would also recommend getting your light a lot closer to the tops of your plants. Plants can veg very well under lesser light conditions, but when you are flowering, you want absolutely all the lumens you can get and still keep it cool. I also agree with Cowboy re the T5s. I use T5s to veg--they are the best of the fluoros.
 
Also, you can top them as long as they are not flowering without causing too much stress.
 
So they are all about 16 inches, and I think I am going to flower them on friday, by then 18 inches, it has been veg. for 4 weeks on wednesday. it's looking good.
So I am either going to get a conversion bulb for flowering, or just buy a 600w hps. any thought on how much more that will yield/ better quality?

Ok, flowering starts friday,(assuming no shipping mishaps) under a new 1000w hps. they are a whopping 19-23 inches.

The reflective siding is not up yet but on the to do list.. This light should do wonders..

i think you will be very happy with it!
you will now be able to grow some serious bud!
