seedling is a week old now, still only a inch tall?

this ones ben having problems since it germed. the first set of leaves are curled under pretty bad, and the second set look normal but the thing is still only a inch tall. i also noticed that its starting to get alittle pale in color. whats goin on?? its planted in a seed starter tray with pro mix. i got two 26 watt daylight cfls on it and there is plenty of airflow in the closit, doors open 24/7 with fan. i have not tried any ferts cause its only a week old and i have only used distilled water. i let it dry out completely between watering so the roots should be able to breath in pro mix i whould think? what am i doing wrong? could it be that its only bagseed? if it sprouted it should be able to grow right?

Pro mix holds water espicially the 360 blend. Make sure the container is good and dry and giver her a lil 1/8 dose of nutes to see if it helps. could be temps mainly genetics id bet.

Just because it sprouts doesnt mean it will live.
