Need help with lighting - first grow

Hey guys, need a little help.
I am preparing to start my first grow, in a couple of weeks, and was looking at which lights to buy for growing, when i stumbled across my dad's Fluorescent aquarium lighting unit, that he had no use for anymore. The lights have a fitted reflector and the power pack that came with it.

The lights are PL-24W, Soft Warm Light (8.0K), and i have a selection of white/blue bulbs, Bright Golden bulbs.
If the PL-24w are not going to be effective, i could possibily get PL-36W bulbs to replace the PL-24W bulbs.

As i said i do not have knowledge on lights for growing and hopefully you guys can help.

Would these lights be able to be used through veg and flowering or not?

they would work for clones and vegging small plants, but you want HPS (High Pressure Sodium) lighting for flowering.

Im only keeping my first plants small for stealth reasons, and are these HPS lights cheap or not?

Will the PL-25Ws be high enough or should i go for the PL-36ws?

And could i use the PL-25W for veg and PL-36W for flowering or is that the stupidest thing u have ever herd? lol.
