Ok, so popping seeds has always been easy for me. I typically get 95%-100% germination rates. But this year what I normally do isn't working. How many days does it normally take for your seeds to pop? The last 7 seeds i planted 7 days ago and I have 1 sprout as of a few days ago and so far that has been it.

What is your process?

I usually soak the seeds overnight in water, about 12 hours. Then they go in the larger peat pellets from jiffy that are meant for tomato's. From there they go in a propagation try with humidity dome and then they go on a heat mat. I have a small bar style 14 watt aquarium led that goes on the dome to provide light to the seedlings when they sprout.

Critical Orange Punch is in the big tent all by itself for now. Temps in mid 70s humidity around 70%.

I dug down a little and I can see that all my seeds have at least split open a little... if they dont break the surface in the next few days I may have to resort to desperate measures

I had a similar issue this year. I figured out that my heat mat was too warm. After waiting 6 days with similar problems as yours, the second batch of seeds germinated in less than 48 hours on a cooled heating pad. I set it to 72°F.
