Is he flowering by candlelight or whale oil lamp? While whale oil gives off more lumens per square foot, candlelight has a better spectrum.

Frankly that looks like someone forgot that an HPS bulb is only good for 8-10 months before output starts to tank. Has happened to the best of us...

No its second run on that bulb he wont listen to a master grower lol. My little brother.

Hopefully, those plants grow tall enough by 8 weeks to come through the SCROG screen. 200 bucks could have been spent on some good LED lighting and he would not have to worry about replacing an HPS bulb. Plus his plants would be a bit bigger and fuller.
