The one that shows the names had a security hole in it. So it was taken down before it could be exploited. Maybe sooner or later we'll get a secure chat integrated with V-bulletin.

At the top of the page you will see a small blue box that says para chat CHAT NOW! Click on that type in your username and BAM your in.
