applying mylar to block basement

anyone know how this might be possible? is there an adhesive i should buy or a caulk?

wall and tileboard adhesive or liquid nails. it comes in a tube like caulkin in any caulkin section of a store. along wit few other types adhesives. i like liquid nails, as its tuff chit.JMO
