if one was to use 6 cfl's for a total of 162 watts at 5500 kelvin, over a tray that is 10" x 20", would that be enough light for cuttings?

Yes you will be able to veg plant under that amount of light.6cfl's @1600 lumens=9600lumens/10 inches x 200 inches(1.4 square feet)=6857 lumens per square foot you can veg and flower under this amount of light but there is a large ammount of heat to get rid of Fan in, Fan out both on constancely

each bulb is 1300 lumens, for a total of 7800 lumens, so I guess, it would still be ok to use, for getting cuttings to root?

I have not seem 1300 only 1600 and 1700 lumens but Yes they will still work

found these dudes at home depot, the box says the cfl is 23 watts which is equal to a 100 watt incadesent, and it stated 1300 lumens, but the bottum line here is that it will work, given the math formula you provided.
where did you get the higher lumen bulbs at?
