I would check lowes for the crystals jom. I don't know how much light you have in your window. You obviously want a window thats facing south - I would also put a reflector behind the plants to maximize light so they don't stretch.
Another option is to get a cheap 4 foot floro/shop light, and grow them out under that for 18 hours a day. Then you have to consider the hardening up phase. Going from indoors to out, you should give your plants a couple hours of direct sunlight a day so you don't shock them.
As far as when to put them outside, I just put them out as soon as they sprouted. but thats me.

yeah i found some of the crystals at a local nursery, ok, thanks marc, i'm planting in early march so there might be a little lingering cold, but the days are already breaching 80 here, so i'll just get them outside once they're a little established in pots, should be fine
