Outdoors in Minnesota… what are these little orange worms and how do I avoid them next year? They are embedded inside many of my smaller buds, surrounded by a dark/rotten spot. I’ve just been cutting them and the bad part out.

They look like caterpillars only mine are green. Its cold in MN maybe that turned them orange? Mine start out small with a stripe but get that size and turn a green color. BT is the only thing that works on Caterpillars that I have found. I get them about every 3 years it seems like. I check my plants 2 times a day early morning and just before dark they are more active and easier to pluck off. I feed mine to the cats. I looked it up Hemp borers are orangeThey look like caterpillars only mine are green. Its cold in MN maybe that turned them orange?
