Newbie with issues

Hello, new grower here. I had a couple of questions. Want to make sure nothing is wrong. So I started my growth a little over a week ago. 12 to be exact. I am growing 3 seeds if white widow auto flower that I purchased from I love growing marijuana. I germinated the seeds and paper towels and transplant them and 5 gallon bucket on 5 to. My question is they seem to have stopped growing for they are growing very slowly. I am growing in soil, happy frog. I plan to grow them outside. One problem is the weather. I live in Maryland and it has been unusually cold for this time of year and rainy. So most days I've had to keep them and side at the window to get some light. When I have been able to put them outside it has usually been very windy. At day 7 I had them outside but it was a little windy . When I bought them in ,one of them was leaning over. I assumed it was from the wind but after reading it seemed it was leaning more towards a disease ‍♀️. But now at day 12 it still is not dead but it also has not grown either. The other 2 are just small. All 3 have the 1st layer of leaves as well as the 2nd beginning to come out. The 2nd one on each plant is small. So my question is do they just need more time or is something wrong? With the happy frog how soon do I add more nutrients. I plan to use liquid when it us time. Probably FF. I have read other forums that ask when to add nutrients and I have read different answers ‍♀️ Don't want to add them too soon and burn up the plant. What could be causing them to be small or am I rushing things? The pictures are from day 12 , just now.

Seedlings this small are very fragile. You should not be putting them outside at all at this stage of growth. It is not only the wind that is harmful, but the sun is way too strong for such babies. Unfortunately, your first plant is not going to make it--it is a goner. I would recommend that you find a place in your house and get an appropriate light for them--either a T5 fluoro or an LED large enough to get them big enough to put outside.

Buying the light today. Also, Fox Farm says nutrients should be added at 2-3 weeks, I asked them how long before you need to add nutrients to the Happy Frog. Didn't elaborate to them on what I was growing. So my question is should I add the first stage of the trio or wait closer to 3 weeks? It will be 2 weeks tomorrow, 5-9-20. I plan to use FF trio.
 
Does that happy frog have heavy nutes that come in it? If so that would be a problem for seedlings and also the outside weather is too much for the babies.gotta just gettem well rooted and established inside I usually go atleast two weeks from first set of leaves before transitioning them to outdoors a quarter of the day at a time.just ask if you have any more questions bro.we don't mind helping here.
