I think the best and most cost effective (free) seeds I've gotten have been from MJP members. I did send some poor quality Supafreak seeds out a while back, but at least they were free : )
For extremely stable genetics I'm a fan of MSNL out of Amsterdam. They apparently have a NY shipping center now as well.

Their ten packs are now 15 and fem 5 packs are 8. I've always thought about why don't they do this. Instead of being really stingy with ur seeds and people have to order more often why not do like bootleg and just get three time the customers. I'm for sure doing an order. Marijan do you want me to put you down as a reference. What do the know you by? You can pm me if you don't wanna share it here. Thanks again.

Maybe your having good luck with them but the good reviews they seem to have are generated by them. I'm just going by what I read. Other company's have a black list to not order from and all those Amsterdam marijuana seeds or MSNL that only list generic name like skunk or Northern nights and don't resell for any other company's are listed as a beware if you order. This company has a bad reputation. Here's seed finders view of them.
Marijuana-Seeds.nl is listed as "fake" at the SeedFinder. This means you will get overpriced or re-packed gear (if you are lucky), industrial hemp seeds - or nothing! Be careful if you plan to order in one of this shops.
Sells overpriced niravana-seeds without telling the breeder.

Soooooooooo many US based banks mownwe will NEVER need to buy overseas again and wait 3 to 4 weeks or have seeds confiscated yada yada
North Atlantic Seed Co is in Maine and woman owned, they're a great bank and super fast.
I've been buying most of my stuff lately from small boutique breeders on Discord
Can't say I ever had a problem with them. Then again I haven't bought seeds from anyone in a long time other than the odd mutant.

And so far they have not delivered good seeds to me a few times.
1) My Apple Fritter auto was a fem (turned out great but not what i ordered)
2) One order none of the 3 seeds germinated
3) Had several freebies that were duds too
4) I got 2 wildly different phenos from their Permanent Marker. Unlike the seeds my buddy got directly from Seed Junky. Both are nice but not the same quality and neither looks like the ones that 4+ of us grew.
Granted i was buying the White Label cheap stuff but it was still over $30 for 4 seeds (with the freebie) delivered. My last order from Multiverse were almost the same price for 5 seeds and i got known good genetics. Time will tell if they are better beans or not.
