I wouldn't use a reuglar light, it doesn't put out enough. You need to use a propper light for growing marijuana, but i'm not expert on the lights so someone else needs to touch in here.
The soil, you wouldn't really want to use ground soil. Yes bag soil is made with top soil from the ground, but it's spiced up a little. You'd be better off using good soil with lots of perlite in it. Soil is very important to your grow. So definately check into getting decent soil.
Watering is also very important, cant live with too much,a nd can't live without enough. You need to water more for a big plant in a small pot, and less in a big pot with a small plant. You're best spraying it when it's young, then once a few inches tall, you can switch to normal watering. I water when the soil isn't dry a quarter inch below the top. So water your plant, then stick your finger in every day after that, and if it's damp, leave it, if it's dry, water it. It seems to work like a charm.
Male or female come into play once it's in the pre flowering stage. For a female, you should see a calyx coming out of the node with two hairs coming out of it. For males, you'll see "ball" type growth on the nodes. They will open into flowers, i'll put up a pick of male + female.
