I something simular and its a 4 way power source. you can turn off and on 4 diffrent timers. mostly used in Hydro for lights and auto feeders..ect....hope this helps

That looks like a fancy 4-way timer to me. actually something nice to have if you run hydro. Not sure with that one but you can probably set up to for different times, one for each outlet. Or it could do one setting for each pair of outlets. Not sure on the quality though.
