hey there, using fluorescent lights only, is 1 foot total space (in height) large enough to grow little clones just before they start veg?? how far should i KEEP my lights away from my clones??

during flowering, once veg is done (about 12" right?) the plant should double in size correct??

the total space from stem to bottom of cooltube (6" - 430W HPS) is 25"...then it would be touching...

can i stunt the height??
 
There are different tecniques to control height, LST(low stress training), super cropping, even using a slightly smaller pot will limit height because it limits room for root growth(not recomended). Have a read at the resources link,im sure theres something there about it.Sorry I cant help more, im new here but not to growing.
 
For my clones, I have a humidity hood I put over them that is about a foot tall, and I put my flouros right over that, so yea a foot would be fine. Just something to be aware of, getting lights so close to the clones, is that before they take root, clones really don't care too much about their light, they just want massive amounts of humidty. I would do whatever I could to ensure a nice humid enviroment for your clones first, then drop the lights as close as you can get on em without compromising your humidity. But bottom line, a foot of space is enough for clones.

Yea, plants usually about double in height during flowering. So yea, in your case, with 25 inches total to work with, I would only veg until about 12 inches high, then throw them into flowering. Also though, you might want to think that when your plants get up near the light, they could start getting burned, so you might just really be looking at 18 inches of actual usable space.

Bertie mentioned some techniques that work for controlling height, you could also look into some indoor strains that don't really grow any taller when they stat flowering.
