well the plant hasnt grown much!

Ok well i started growing my plant about 3 months ago. it was about 7 inches high when i was growing it inside. but then 2 weeks after that i put the plant out side and since then my plant hasnt grown much. i check up on it 3 times a month! and just reasontly 2 new leaves have appeared but thats all all together my plant has 14 leaves. also 2 leaves have some sort of bit out of them. not to big and they have been there a couple weeks. any suggestions of what i should do? Thanks for any help!

If not in my sig. it says "troubleshooting links....in it is a questionare of stuff that will help us a great deal help you solve your problem.
Here is the short version...but Hick version of the questionare is much more detailed and would help the most.
1. Soil or Hydro?
2. If hydro what type bubble, ebb and flo, etc.?
3. ferts/nutes used? Soil mix?
4. Lighting: Florous, HPS, MH, or mix? wattages?
5. PH if known?
6. What stage of growth?
7. Relative humidity and temp of area if known?
8. Grow area size and ventilation?
9. Any other measurements that may be useful like PPm, EC, CF, etc.?
10. lighting schedule?

soil beings the plant is now outside. no fertilzer but i was planing on adding some. the ph is not known but is next to a river, still sproting i guess you could say. humidity low the temp is around 80 top and low of 65. and the lighting is all scheduled on the sun.

I came to a possible solution im moving the plant to a area the gets more sun. im getting some fertilizer on it.
