I agree with UKgirl and THG. It is my belief that when using fluorescent lights that they must cover the entire grow area. That is to say, they need to be directly above the plants. Unlike HIDs that radiate light out, away from the source. You can have one 11 " HID (Plus recflector) centered in a closet that will cover a 12 sq. ft. Whereas, to do the same thing with fluorescent bulbs you need to have several spread out over the entire area.
I did a fluorescent grow with 4 4', 40 watt, cool white bulbs. I had 2 shop fixtures side by side, with 2 bulbs in each. So, I had 4 bulbs side by side, and grew 3 big, healthy plants. I had the plants single file, with the 4 lights directly above. Also, I kept them about 2" above the tops of the plants. I probably could have put them at 1"
That's another thing: Position the lights as close as possible, without burning the plants.
