slow growing

hey guys, im kinda new to growing but think im getting the hang of it. i have a two week old plant that is only about 2 inches tall. its an indoor plant in a medium sized planter so it hasnt outgrown it. the temp is set at 78 degrees, and i planted it after germination in potting soil that has good drainage. its moved between two windows depending on time of day. ive grown before in another location and had alot quicker growing. any ideas? another thing, will aluminum foil with the dull side facing in about 10 inches tall above the pot help any? also will bottled drinking water be better than tap water without the chlorine in it? any help would be greatly appreciated....thanks guys!
 
btw, the the base of the plant is a brownish/reddish color going up the stalk....not deep enough in the soil maybe? and it seems its getting a little taller for the size of it without many leaves, only 2 main w/ 2 leaves a couple days old. thanks for any input guys, this sites truly amazing!
 
Chlorine in the water is known to slow growth a little but normal tap water shouldn't stunt it. If you can see the top of the root ball then its too shallow. Give it some time, patience is key, if you dont see significant growth in a week or two try again. What kind of soil are you using?
 
the soil im using is a miracle grow 3 month potting mix. could changing the leaf direction back and forth towards the sun be stunting the growth? could ib be using the nutrients for that instead of growing? thanks for feedback guys!
