Late Starters? HuH?!

I have one plant outside already germed about 2 weeks ago. It is growing outside. I have another plant germed indoors and under several cfls. It is green, healthy and very close to the light. It is growing well.

When should I transplant the indoor plant outside?

it depends on the strain and where you are in the world (climate and season) really. But the short answer is ASAP. There is no way your CFL is going to give that plant the lighting power the sun can.
