Today the room where I grow some of my weed was 85 degrees. I don't want to ruin my buds. Would a stronger fan help or should I move the plants in a room with air conditioning? The plants are just starting to bud.

Fans do not cool the air. I would suggest moving them to a room that is cooler.

Yup, my basement is air conditioned. I don't like for it to get over 80 and that is only at the end of the light cycle. Could you switch your lights so the run at night. Will help a bit. How about LED's ? Can you turn you exhaust fan up? Portable A/C unit. Just some ideas.

Im guessing your using HPS?
I have LEDs. I have been using one of my bathrooms because I have the electrical outlets that will turn off if anything is overheating in there. I have a fan in the window that has been keeping it cool but It was over 90 yesterday. I guess I will move them. I was worried the air conditioner would make it to cold but I don't want to ruin the buds. Thanks!
