can you use garden lime in soil after a plant is already in the pot? i am using 5 gal buckets and am having a low ph issue and was wondering if i could mix pulverized garden lime with the surface of the medium in my containers and then water them to stabilize the ph in my containers?

yes, you can topdress with lime to help with the buffer also adds Ca/mag.

good call on the pulverized, the pellets can take a week or longer to stabilize the ph within the container

Yeah I mix sweet lime in my soil and also top dress with pulverized lime if needed.

Just be sure to use enough, 2tbl/gallon of mix. 8-10 tbl for a 5 gallon container depending on how full it is.

Next mix add 1 cup/cf of mix (7.5 gallons) before use.

pretty sure i over did it with 8 tbl on the top dressing, when i began to water the sandy texture caused the lime to clog up my soil and now it takes way too long for water to pass through my medium?? would it be better to add a small amount to my water and add it that way?

Just break it up with your fingers and if you can mix it a bit without disturbing roots that would be good.

Adding it to water is so so. It's just crushed rock (limestone) and doesn't dissolve, just mainly sinks to the bottom of the water can.

If you added 8tbl, there is no need to add more. One application/grow is fine.
