cfl wattage question

When u guys talk about the wattage on cfl bulbs, are u talking about the "actual" wattage or the "equivalent" wattage they put out? (ie. an "actual" 18 watt bulb puts out the equivalent of 75 watts. So would u guys consider this 18 or 75 watts???)

I would call it 18 as well... With CFL you need all the help you can get..
