It will be okay, most are using 15 amp breakers and alot more watts.

It depends on what else you are running on that circuit whether it will be okay or not. So what else do you run on that circuit?

I guess if your using 12 amps somwhere else on the same breaker it could be an issue, but you can safely use 16 amps of a 20 amp breaker and your not using 4 so far.

Yup Yup as long as you only load it 80% you will be fine.

There is no other significant load anywhere else. Right now I have 4in vortex connected to a cool tube for passive exhaust, with 2-100w MH bulbs for veg then I will switch to 2-150w HPS when ready.

What rooms(s) does this breaker control? I have worked on many many apartment complexes--they do not overdo the breakers and amps as a general rule. Twenty amp breakers are generally only used in kitchens and bathrooms where there is addition power needs.

^^^ Yeah that. I've wired many, and I'd be sure what else is on it also. Though what you are planning seems totally fine for a vague answer
